García Luna began his career as an intelligence operative fighting against the [[Rebel Zapatista Autonomous Municipalities|Zapatistas]]. From 2001 to 2006, he led the [[Federal Investigation Agency]] and provided uniforms and vehicles to the Sinaloa cartel. In 2006, President [[Felipe Calderón]] appointed him as Secretary of Public Security, and he held that position until 2012. He was a leader of [[Plan Mérida]], which was based on the anti-[[FARC]] [[Plan Colombia]].<ref name=":0" />
