Herbert Clark Hoover (August 10, 1874 – October 20, 1964) was a Statesian politician who served as the 31st president of the United States from 1929 to 1933. A Republican, he previously served as Secretary of Commerce from 1921 to 1928 under Warren G. Harding and Calvin Coolidge. Hoover's presidency was dominated by the Great Depression and his lacklustre response to it.

Hoover's belief in the libertarian philosophy of voluntarism meant that he resisted using the state to help those impacted by the crisis, and believed that local government and private charity should be used to solve the crisis. The complete failure of this strategy would later force him to intervene in the economy.[1]
