Ishpuini (died 810 BCE) was the fourth king of Urartu. He expanded Urartu to Lake Urmia and established control over Musasir, another group of Urartian-speaking tribes. He built many temples and palaces and led raids to steal livestock from neighboring countries, but he did not destroy conquered territories like the Assyrians. The conquered kept some of their property in exchange for supporting the state.[1]
