The Wolfowitz Doctrine refers to a strategy of the United States to allow no rival superpower to emerge, taking its name from a Defense Planning Guidance (DPG) document drafted in 1992 by Paul Wolfowitz following the dissolution of the Soviet Union.[1][2] An article in CovertAction Magazine summarizes it as "the Monroe Doctrine projected onto the whole world."[1]
